I'm taking classes in school that use different programming languages. I'm interested in practicing C programming, and I also want to create a code portfolio. Would it be a good idea to add programs that I've written for class assignments as a part of my portfolio?

I don't see why not. But keep in mind, simple code exercises don't make for a very impressive portfolio.
